Primary Function/General Purpose of Position

This position is responsible for the planning, development and execution of housing and community development initiatives that support the strategic priorities of Bon Secours Baltimore.  Incumbent also shares responsibility for long-range planning and strategy development for housing and community development with the Executive Director, as well as relating to community organizations and other partner agencies.

Employment Qualifications

  • Graduate degree in finance, real estate development or planning preferred; related field experience may be substituted for graduate degree.
  • Ten years’ experience in residential real estate development or related experience.
  • Requires experience in securing state/local/federal funding for housing development and operations as well as knowledge and demonstrated proficiency in current best practices in urban, affordable neighborhood-based housing and community planning and re-development.
  •  Requires effective oral and written communication skills.

Essential Job Functions

  • Identifies opportunities for housing and other community development initiatives.  Identifies properties and negotiates contracts, options or leases to gain site control.
  • Manages development schedules to ensure timely completion of development milestones.
  • Works closely with development partners, design professionals and general contractors to develop and refine development plans to produce high quality communities that are responsive to the needs of our residents and communities, and are financially feasible.
  • Maintains good working knowledge of applicable debt, equity and grant financing programs.
  • Develops pro-formas (development and operating) to achieve realistic and optimal financial structures which involve multiple sources of financing.
  • Prepares applications and financing proposals with multi-layered financing sources; negotiates terms with lenders and equity sources. 
  • Manages the entitlement/zoning and permit processes, and related community input and approval processes.
  • Coordinates with federal, state and local government agencies, ensuring that all financing and government regulations are met and required approvals obtained.
  • Prepares, reviews and negotiates documents with lenders, equity investors, attorneys and other parties required to reach financial closing.  Identifies and resolves conflicts in loan/financing requirements.
  • Works with internal and external project team to ensure quality construction and compliance with plans and specifications; work with all parties to reach construction completion on/ahead of schedule and on/ahead of budget.
  • Monitors marketing/sales/lease-up process to meet or exceed sales/settlement and/or  lease-up  goals.
  • Oversees timely completion of close-out process.
  • Ensures compliance with regulatory requirements and submission of required compliance reports to financing sources, public agencies, and community groups as applicable.
  • Maintains good working relationship with residents, community members and associations, and other stakeholders.
  • Works with philanthropy to secure grant funding for housing operations.
  • Participates in and occasionally leads campus planning initiatives and develops commercial space for non-housing facilities in support of BSHSI’s overall mission.
  • Develops and maintains a pipeline of projects that supports the mission and insures long term sustainability.
  • Participates in asset management in a troubleshooting capacity.

Other Job Functions

  • Works as part of local system team to ensure ongoing and appropriate community engagement.
  • Assists Executive Director in support of the Board of Directors of Unity Properties and its subsidiaries; prepares development project rationale and support documentation for Board approval.

V.     Working Conditions

  • Ability to work under stress/pressure.  Comfort working in a fast paced environment and the ability to gather information from a variety of sources and identify the key business issues.
  • Ability to travel for flights up to 6 hours, or in automobile, or train.
  • Ability to climb stairs at development sites.
  • When visiting development sites, incumbent may be exposed to varying environmental conditions (e.g. outdoor weather, mud, dust, and other construction work site hazards).
  • Valid driver’s license required.
  • Ability to work evening and weekend hours during peak periods.
